With reference to my minute Sec. III. I would point out the inconvenience which is likely to arise from the power given to alter the Statutes being granted & the "Colonial Secretary" (which means jointly the officer for the time being) to be the Warden. I think a matter of such importance should have been referred to the Governor instead of the Col. Sec.
There is also a difference between the power given to the Governor and Warden subject to the approval of the Archbishop, and that when the Governor and the Warden have the power subject to the approval of the Archbishop.
It appears that the power should be given to the Governor and the Warden subject to the approval of the Archbishop.
